You would think that just the opposite is needed for Central America. Only " Good Neighbor " HELP can stop a humanitarian crisis from becoming permanent on U.S. border . No one nation - no matter how prosperous - can immediately " rescue " hordes of desperate human beings.
Where is the United Nations here ?
