No , we don't need NEW RULES for nuclear war . We need to BAN THE BOMB ! Recall the movement led by prominent intellectuals like British philosopher Bertrand Russell and Nobel Prize wining chemist Linus Pauling . Today in 2021 the American ruling class has succeeded in creating the most docile , subservient intellectual elite in human history .
