American imperialism , the notorious " military -industrial complex ", needs a FOREIGN ENEMY list which invariably has nothing to do with the interests of working class people in ANY nation. The enemies of the American plutocracy are not OUR enemies . The " democracy " of the American plutocracy is not really " OUR democracy " . Both Russia and China today are hardly " anti-capitalist ". You would think that their leaders, their ruling elite , simply do not measure up to the high moral standards of OUR " Deep State ". Just consult the CIA archives on this question. How to justify the enormous , OBSCENE, military budget without reference to some formidable foreign " enemy " ?
