Could the Providence Journal report a PUBLIC HEALTH concern ?

            While at  a Warwick Public Library computer I was alerted by a friend also at a computer there of the disturbing presence of " THE COUGHER ".  This rather strange looking man, my friend is sure , is or was a regular at the infamous Harrington Hall homeless shelter in Cranston. Whatever his other problems, in the library " THE COUGHER " never shows the common courtesy of trying to isolate himself or to cover his unhealthy effluvia with a hospital mask or adequate handkerchief.  Why does the library staff pretend  not to notice a clear public health hazard ? My friend ,who actually spent one nightmarish night at Harrington Hall, thinks  " THE COUGHER "  should have been screened for TUBERCULOSIS along with other homeless males there. In fact HARRINGTON HALL is a public health hazard .
 
                    Is it too OFFENSIVE to tell individuals that they may be public health hazards ?  That boy or girl across from  chronic  COUGHERS in public libraries may be your own.
 
                    I don't wish to sound too melodramatic in describing Warwick Public Library " COUGHER "  but I told my friend that he looks like a deranged serial killer on death row .
 
                    Anyway, can't our public libraries offer the chronic coughers hospital face masks and recommend a visit to some health  clinic ?
