Notice to Rhode Island Public Health Dept : " But outside was the Red Death " (Poe )

What more can I say about a chronic cougher who finally ends up COUGHING BLOOD in a public library  ?    Is this really an ACLU issue ?  Can not public libraries offer chronic coughers sanitary face masks ( as worn in hospitals , nursing homes , and doctor offices  ) - FREE OF CHARGE ? 

 It is really un-nerving to be at a computer station next to a guy who sounds like a  one man 19th century tuberculosis ward . Another chronic cougher at the Warwick Public Library was identified as a one time resident of the notorious Harrington Hall in Cranston . 

 A friend of mine who was a " guest " there one horrible night said it was a cesspool of contagion, sickly homeless people, much coughing, poor ventilation , no fresh air . And these homeless people gravitate to local public libraries .

    Do we have a dysfunctional Public Health Dept. in Rhode Island ? I am reminded of the famous Poe horror story : " But outside was the Red Death !  ".

            I have just written a letter to the Providence Journal about the public health threat at local libraries.   Some strange fear of political correctness RIGHTS inhibits ACTION .
