More public drunks in Rhode Island

Why is this RIPTA bus stop squalor permitted in the fairly affluent city of Warwick , Rhode Island ?Not seen in my video SHORT is a seedy looking man guzzling his morning liquor concealed( ? ) in a brown bag . In the street is a similar empty bottle of " Karkov Vodka ". I guessed that the hopeless drunk was waiting for my RIPTA bus 21 headed toward the infamous " Harrington Hall " homeless shelter. But instead he caught RIPTA bus 30 perhaps headed for squalid Kennedy Plaza, Providence. American socialist writer Jack London, more than a century ago ,described this man in " The People of the Abyss ".
