Poor rescue service for elderly freezing at bus stops

It was very cold last night after the previous unusually warm November 18 day in New England. Visiting Rhode Island from MASS. where he just obtained public housing in Arlington , my 73 year old friend Dave Nelson called me around 7:30 pm from the BIG CHEESE Restaurant on Reservoir Ave. in Cranston. He had made a mistake in judgment not wearing a winter coat. Beginning to feel the BIG CHILL of hypothermia, Dave called me at my Randall Manor apartment in Cranston with a tone of PANIC in his voice: running to the outside bus stop ,he just missed BUS 21 on Reservoir Ave. He was not sure when the next one would come but he felt that even ten minutes outside would FREEZE him. He tried to call a local taxi but could not get the office to answer. Nobody at BIG CHEESE help him find the alternative cabs ( where you must be registered on an APP ) Knowing that he was in danger I suggested that he call 911. Lucky for Dave. a BUS 21 did show up soon enough.
Could not the state offer EMERGENCY rides for elderly people at bus stops in danger of freezing to death? Does not incipient HYPOTHERMIA rate a 911 call ? Could not the Cranston Police have helped here ?
