Why not just declare homelessness ILLEGAL ?

Being homeless for any length of time is soul destroying and destructive to both body and mind. Has anybody OFFICIAL thought of this solution : declare homelessness in the United States ILLEGAL ? Then arrest, fine, or dispossess landlords who do not conform to draconian rent control laws ( which will guarantee any working class person or any destitute , unemployed person on state welfare a decent place to live ) ? The chief obstacle to the homeless crisis in the USA is legally sacrosanct landlord-capitalist PRIVATE PROPERTY rights. Not true ? Show less
