Why is this man not in a mental institution ?
I observed this obviously disturbed mentally ill drug addict seated in front of me on RIPTA bus 21 just after noon, October 7, 2023. He was scratching his face fumbling for bottles in his bag. What drug is he on ? I wondered . Notorious Fentanyl ?
Then I observed him off the bus in front of Dunkin Donuts. I wondered, why is this man not in a mental institution ? Outside one, he is a useless danger to himself and to the public .
