Poor supervision at the Providence Public Library -my experience - Do they need a full time security guard ?

A guy behind me has been blasting vulgar rap music ( so popular with young Blacks ) for nearly a half hour now with nobody even suggesting that QUIET is the preferred norm in any library. WHO takes responsibility for this barbarism ?
