What a creepy story. But getting around town in my Providence, Cranston, Warwick area of Rhode Island I am seeing many neglected mentally ill people. Many are dumped in public libraries or gravitate toward them. The number of individuals talking to themselves - not to cell phones- is truly shocking. The closing down of American mental institutions in the early 1960s was a crime against humanity.
