Would it not make sense to simply OUTLAW homelessness ?

It is common sense that being homeless for any length of time will quickly undermine your mental and physical health. I don't hear any of the phony " friends of the homeless " ( often connected to the " progressive " Democratic Party ) make a connection between the crisis of homelessness in " OUR democracy " and the structural injustice of the capitalist system.. How can THE PROBLEM ever be solved as long as landlord-capitalist PRIVATE PROPERTY rights are legally sacrosanct ? None of the state bureaucrats think outside the box on ANY social justice issues. Check out what they said about helping the homeless way back in 1980 at beginning of the Reagan Era . When it was " Morning in America " ! Would it not make sense to simply OUTLAW homelessness ( except in transition ) ? What is the point in ACLU recognizing the rights of homeless people implying an absurd right to be homeless ? The RIGHT to a home is just as fundamental as the RIGHT to health care . You need not pass a character test to have basic human rights. NOTE : that homeless people often present a PUBLIC HEALTH HAZARD .
