We need the equivalent of a Marshall Plan to end homelessness

As a longtime independent democratic socialist I welcome any immediate relief for these now thousands of homeless people in the big American cities. But at some point the concern for long suffering homeless people will collide with capitalist society's sacrosanct landlord PRIVATE PROPERTY rights. For now why cannot the federal government declare homelessness in the USA a national emergency ? There must be numerous vacant military barracks unused all over the country ? We need the equivalent of a Marshall Plan for homeless Americans. In 1965 LBJ was bold enough to declare WAR ON POVERTY. With the Vietnam War , of course, poverty won !
