Why not old fashioned STATE CHECK' S for Rhode Island 's hungry families ?

It does seem like Hillary Pal " Wall St. Gina " has had these dysfunctional state computers PROGRAMMED to be ENEMIES OF THE WORKING CLASS, THE POOR , THE ELDERLY AND THE HUNGRY . But the devil is not in the computers but in the hearts of Rhode Island plutocrats determined to put the state welfare budget on rations. 

               " Queen Gina " has all that campaign money because she pleases THEM. But old fashioned state checks -signed by THE GOVERNOR - can quickly end the misery of thousands of families still HUNGRY IN RHODE ISLAND. ACLU cannot point that out ?
