The conflict between two Rhode Island homeless organizations

I can see the root of the conflict between the two homeless PEOPLE organizations. Can the more generalized Rhode Island Coalition for Homeless emphasize a goal of ZERO homelessness in 2016 for homeless VETERANS only ? Erik B. Wallin, director of the non-profit organization Operation Stand Down, is closer to reality here. In truth, the Coalition for the Homeless was displaying a phony optimism that can only please complacent local politicians -not at all dedicated to even a guerrilla war on homelessness. They save their moral energy for cheer leading the phony " war on terrorism ". But what can be more terrifying for a combat veteran than having no home in the " land of the free and the home of the brave " ?
But if having a home is a basic human right , why this invidious focus on homeless veterans ? Perhaps the right to public housing should be an immediate benefit to ALL lower income soldiers honorably discharged from the U.S. military.
I understand the national disgrace of so many homeless veterans. But as Malcolm X said HUMAN RIGHTS rise above the pecking order of any human society.
It is exactly sacrosanct private property rights that creates this mass homelessness scandal in America. Nice to know that Operation Stand Down is NON-PROFIT.
Erik B.Wallin's organization is closer to reality
