Kerr's "Tale of Two Cities "

I just read your column Bob . Providence today is indeed a

    "Tale of Two Cities ". But I'm sure you realize that it is hard to

    separate drunks and derelicts or people " down on their luck " from

    the NEGLECTED mentally ill. Providence hardly stands alone here in

    this monumental crime against humanity : " deinstitutionalized "

    mental health .

           The mentally ill -with social pathology - should ALWAYS be

    accompanied by mental health workers in public places. Their dignity

    will be protected and the public will be spared the assaults on its

    sense of propriety.

          For Providence  " it was the best of times and the worst of times"

       " Everybody was going to Heaven; everybody was going to Hell "

        Good work Bob . It is not YOUR fault !
